ดร. ประพฤทธิ์ ทรงจิตรักษา นักวิจัยวิศวกรรมด้านการคมนาคมและขนส่งจาก Texas Transportation Institute (TTI) Texas A&M University System (TAMUS)

ปัจจุบันปัญหาการจราจรติดขัดและความปลอดภัยในการใช้ยวดยานพาหนะเป็นปัญหาหลักที่ต้องแก้ไขอย่างเร่งด่วนโดยเฉพาะในเขตกรุงเทพและปริมณฑล กระทรวงวิทยาศาสตร์และเทคโนโลยีและหน่วยงานที่เกี่ยวข้องได้เล็งเห็นถึงความสำคัญในการแก้ไขปัญหาดังกล่าวจึงได้มีการนำเทคโนโลยีสมัยใหม่เข้ามาใช้ในการพัฒนาคุณภาพของการจราจรและขนส่ง โดยสนับสนุนให้มีการประยุกต์ใช้ระบบการจราจรและขนส่งอัจฉริยะ (Intelligent Transportation System หรือ ITS) ในปี พ.ศ. 2548

ระบบ ITS เป็นเทคโนโลยีที่เกี่ยวข้องกับการบริหารการจราจรและขนส่ง ตั้งแต่ระบบโครงสร้างพื้นฐาน การบริหารระบบ และการประเมินผลของระบบ โดยใช้ตัวชี้วัดที่เหมาะสม การบริหารการจราจรจะแบ่งเป็นสองส่วน ส่วนแรกจะเป็นการบริหารระบบสัญญาณควบคุมการจราจรโดยอัตโนมัติ ซึ่งมีใช้ในสหรัฐอเมริกาอย่างแพร่หลาย ระบบดังกล่าวสามารถปรับเปลี่ยนการควบคุมเพื่อให้เหมาะสมกับปริมาณ และลักษณะของผู้ใช้ถนน ส่วนที่สองจะเป็นการบริหารระบบทางด่วน (Freeway management) โดยมีการประยุกต์ใช้เทคโนโลยี ITS เข้ามาเพื่อควบคุมการจราจร และลดอันตรายจากอุบัติเหตุ

ดร. ประพฤทธิ์ ทรงจิตรักษา นักวิจัยวิศวกรรมจาก Texas Transportation Institute (TTI) Texas A&M University System (TAMUS) และสมาชิกสมาคม Association of Thai Professionals in America and Canada (ATPAC) เป็นหนึ่งในกลุ่มนักวิจัยและวิศวกรผู้ริเริ่มนำโครงการ ITS ไปประยุกต์ใช้ในประเทศไทยและเป็นสมาชิกรุ่นใหม่ของสมาคม ATPAC ที่เป็นความหวังในการสืบสานกิจกรรมการถ่ายทอดความรู้และ เทคโนโลยีจากประเทศสหรัฐอเมริกาสู่ประเทศไทยต่อไป

ดร. ประพฤทธิ์ได้รับปริญญาเอกสาขา Transportation and Infrastructure Engineering จาก Purdue University, West Lafayette รัฐ Indiana ประเทศสหรัฐอเมริกา การศึกษาระดับปริญญาโทในสาขาเดียวกันจากสถานบันเทคโนโลยีแห่งเอเชียประเทศไทย และระดับปริญญาตรีจากภาควิศวกรรมโยธาจากจุฬาลงกรณ์มหาวิทยาลัย

 

คำถาม   อะไรคือแรงบันดาลใจที่ทำให้ดร. ประพฤทธิ์เลือกที่จะศึกษาและทำงาน ในสายวิทยาศาสตร์ โดยเฉพาะอย่างยิ่งในสาขาวิศวกรรมด้านการคมนาคมและขนส่ง?

มีหลายๆ สาเหตุที่ทำให้ผมเลือกที่จะเรียนมาทางสายนี้ อย่างแรก ปัญหาการจราจรติดขัดเป็นปัญหาที่คนกรุงเทพฯ ต้องประสบอยู่ทุกวัน ผมเองก็เป็นคนหนึ่งที่เติบโตมาพร้อมกับปัญหาจราจรติดขัด คนกรุงเทพฯ เรียนรู้ที่จะคุ้นเคยและยอมรับกับปัญหานี้ จนกระทั่งผมเข้าเรียนชั้นปีที่ 4 ในระดับมหาวิทยาลัย ผมได้ลงเรียนวิชาวิศวกรรมด้านการคมนาคมและขนส่ง จากวิชานี้ผมได้เรียนรู้ว่าเรามีวิธีการที่หลากหลายในการแก้ปัญหาจราจรติดขัด แต่ในขณะเดียวกันก็มีหลายๆ เหตุผลว่าทำไมวิธีเหล่านั้นถึงใช้ไม่ได้ผลในประเทศไทย ปัจจัยที่ดึงดูดให้ผมมีความสนใจในวิศวกรรมด้านการคมนาคมและขนส่งอีกประการก็คือ วิศวกรรมสาขานี้จะต้องสามารถรองรับพฤติกรรมของผู้ใช้ถนนซึ่งมีความซับซ้อนและไม่สามารถคาดเดาได้ในบางครั้ง พูดง่ายๆ คือ เราไม่สามารถควบคุมผู้ใช้ท้องถนน เช่น คนขับรถ คนเดินถนน และคนขับรถขนส่งต่างๆ ให้ปฏิบัติเหมือนๆ กันทั้งหมดได้ ยิ่งไปกว่านั้นบางครั้งผู้ใช้ถนนก็ทำผิดกฎหมายซึ่งเป็นสาเหตุหนึ่งของอุบัติเหตุ ดังนั้นจึงเป็นความท้าทายของวิศวกรในการที่จะออกแบบระบบต่างๆ ให้สามารถรองรับผู้ใช้ถนนได้ทุกประเภท

หลังจากที่ผมเรียนจบปริญญาตรีผมได้รับทุนการศึกษาเพื่อเข้าเรียนต่อในระดับปริญญาโทและปริญญาเอกที่สถาบันเทคโนโลยีแห่งเอเชีย (ประเทศไทย) และมหาวิทยาลัย Purdue University (รัฐ Indiana ประเทศสหรัฐอเมริกา) ซึ่งทำให้ผมได้เข้ามาทำงานเกี่ยวข้องกับการจัดการระบบจราจรและการจัดการด้านความปลอดภัยบนท้องถนนมากขึ้น ซึ่งในที่สุดก็กลายเป็นสาขาวิศวกรรมที่ผมเชี่ยวชาญ

 

คำถาม ผลงานชิ้นใดของคุณที่เป็นที่ยอมรับมากที่สุด หรือเป็นชิ้นที่คุณภาคภูมิใจมากที่สุด? เพราะอะไร? และผลงานชิ้นดังกล่าวส่งผลประโยชน์ให้แก่ประเทศชาติอย่างไร?

ผมว่าเป็นเรื่องที่ยากถ้าจะให้เปรียบเทียบหรือจัดอันดับความสำคัญของผลงานที่ผมทำมา เพราะงานแต่ละชิ้นก็มีความสำคัญที่แตกต่างกันไป แต่หากจะให้เปรียบเทียบความชัดเจนของผลที่ได้รับจากงานวิจัย ผมคิดว่างานวิจัยที่เกี่ยวกับการพัฒนาเครื่องมือซึ่งช่วยในการตัดสินใจเพื่อวางแผนการอพยพหนีพายุเฮอร์ริเคน (Hurricane) นับว่าเป็นงานวิจัยที่ให้ผลชัดเจนที่สุด โดยงานวิจัยดังกล่าวเกี่ยวข้องกับการพัฒนาทั้งเครื่องมือเชิงคุณภาพ (Qualitative tools) และเชิงปริมาณ (Quantitative tools) เพื่อช่วยผู้ที่ทำหน้าที่ตัดสินใจว่า กลยุทธ์ใดเหมาะสมที่สุดในการทำนายการเกิดพายุเฮอร์ริเคน สภาพการคมนาคมและพฤติกรรมของผู้อพยพ ซึ่งเครื่องมือดังกล่าวมีความสำคัญมากในการบรรเทาหรือหลีกเลี่ยงผลกระทบที่มาจากการเลือกใช้กลยุทธ์ที่ไม่เหมาะสม หลักการที่ได้รับจากงานวิจัยดังกล่าวยังสามารถนำไปประยุกต์ใช้ได้กับการแข้ไขปัญหาอื่นๆ ของประเทศไทย เช่น การวางแผนการอพยพสำหรับภัยพิบัติที่สามารถคาดเดาล่วงหน้าได้เพียงในระยะเวลาสั้นๆ เช่น การเกิดคลื่นสึนามิ (Tsunami) หรือภัยพิบัติที่เกิดขึ้นอย่างกะทันหัน เช่น น้ำท่วมแบบกะทันหันและการซึมรั่วของสารพิษ

 

คำถาม ความคืบหน้า และผลตอบรับจากโครงการจราจรและขนส่งอัจฉริยะ (ITS) เป็นอย่างไรบ้าง และมีแผนการในการพัฒนาต่อไปอย่างไร

ผลตอบรับจากการจัดสัมมนาเรื่อง ITS เมื่อวันที่ 14-15 กันยายน 2553 ณ สำนักงานนโยบายและแผนการขนส่งและจราจรกรุงเทพฯ ในครั้งที่ผ่านมาเป็นที่น่าพอใจและกระตุ้นให้เกิดการพัฒนาต่อๆ ไป โดยการจัดสัมมนาในกิจกรรมดังกล่าวช่วยขยายการรับรู้เกี่ยวกับความสำคัญของระบบการจราจรและขนส่งอัจฉริยะ (ITS) ให้แก่ผู้ที่เกี่ยวข้อง เช่น หน่วยงานสาธารณะ ภาคธุรกิจเอกชน หน่วยงานรัฐบาล และหน่วยงานการศึกษาต่างๆ ในประเทศไทย นอกจากนี้สำนักงานที่ปรึกษาด้านวิทยาศาสตร์และเทคโนโลยี ประจำสถานเอกอัครราชทูต ณ กรุงวอชิงตัน (Office of Science and Technology; OSTC) ยังให้การสนับสนุนในการประสานความร่วมมือระหว่างองค์กรและหน่วยงานเกี่ยวข้องต่างๆ ในประเทศไทย แผนการต่อไปคือการจัดการฝึกอบรมด้าน ITS และการขนส่งสีเขียว (Green Logistics) ในปี 2554 นอกจากนี้จะเพิ่มการจัดการประชุมระหว่างองค์กรที่เกี่ยวข้องเพื่อแลกเปลี่ยน ความคิดเห็น เชื่อมโยงการปฏิบัติและสร้างแผนในการประสานความร่วมมือต่อไปเพื่อช่วยพัฒนาประเทศไทยด้วยการวิจัยที่ได้รับการพัฒนาล่าสุด

 

คำถาม คุณคิดว่าอะไรคือปัญหาหลักของวงการวิทยาศาสตร์และเทคโนโลยีของประเทศไทย และทำอย่างไรเราจึงสามารถแก้ไขหรือพัฒนาวงการวิทยาศาสตร์ของประเทศไทยให้มีความรุดหน้าเหมือนกับประเทศอื่นๆ?

ผมคิดว่าไม่เพียงแค่งบประมาณในการทำวิจัยของประเทศไทยมีจำนวนจำกัด วงการวิทยาศาสตร์และเทคโนโลยียังจะต้องแข่งขันกับความต้องการด้านอื่นๆ ของประเทศ ดังนั้น วิธีที่จะบริหารงบประมาณที่มีอยู่จำกัดนี้ให้มีประสิทธิภาพมากที่สุดและนำมาซึ่งผลตอบแทนที่คุ้มค่ามากที่สุดเป็นสิ่งที่สำคัญ เราไม่จำเป็นต้องเร่งการแข่งขันในทุกๆ สาขาวิทยาศาสตร์และเทคโนโลยี แต่เราสามารถเลือกสาขาที่เรามีความเชี่ยวชาญและมุ่งให้ความสำคัญไปที่สาขานั้นๆ ผมจะยกตัวอย่างเรื่องปัญหาการจราจรและขนส่งของประเทศไทย ประเทศไทยมีหลายๆ ปัจจัยที่แตกต่างจากประเทศที่พัฒนาแล้ว ปัจจัยเหล่านั้น เช่น วัฒนธรรม ลักษณะของสังคมและเศรษฐกิจ และความหลากหลายของผู้ใช้ท้องถนน ดังนั้นเราจึงไม่สามารถนำผลงานวิจัยหลายๆ ชิ้นที่ถูกจัดทำขึ้นในประเทศที่พัฒนาแล้วมาประยุกต์ใช้ในประเทศไทยได้ นี่เป็นเป็นช่องว่างที่เราอาจจะใช้การวิจัยของเราเข้ามาใช้เพื่อช่วยพัฒนาระดับความรู้และการปฏิบัติในประเทศไทยได้ อีกปัญหาหนึ่งคือ ความสนใจของนักวิจัยและความสนใจของรัฐบาลมักจะไม่สอดคล้องกัน ซึ่งสุดท้ายแล้วผลงานการวิจัยต่างๆ ก็มักจะถูกเก็บขึ้นหิ้ง ไม่มีการนำมาปฏิบัติใช้จริง ดังนั้น ในการแก้ไขปัญหานี้หน่วยงานวิจัยและรัฐบาลควรจะมีการประสานความร่วมมือกันทางด้านนโยบายเพื่อให้การลงทุนต่างๆ ไม่เสียเปล่า

 

คำถาม ในฐานะที่ดร. ประพฤทธิ์เป็นตัวแทนของคนไทยที่ทำงานในประเทศสหรัฐอเมริกา คุณมีแผนการหรือวิธีการใดจะช่วยส่งเสริมหรือพัฒนาวงการวิทยาศาสตร์และเทคโนโลยีของประเทศไทย?

ผมมองว่าการจัดตั้งสมาคมและองค์กรอย่าง ATPAC และ OSTC ถือว่าเป็นการเปิดโอกาสที่ดีสำหรับนักวิชาชีพที่อาศัยและทำงานอยู่ในประเทศสหรัฐอเมริกาที่จะได้เชื่อมโยงถึงกันเพื่อแลกเปลี่ยนความคิดเห็นและแนวทางการปฏิบัติกับกลุ่มนักวิชาชีพที่อาศัยอยู่ในประเทศไทย ผมคิดว่าเป้าหมายของผมก็ไม่ได้แตกต่างจากนักวิจัยคนอื่นๆ คงจะเป็นเรื่องที่ดีมากๆ ถ้าเราได้เห็นสิ่งที่พวกเรากำลังทำอยู่ทุกๆ วันถูกนำไปใช้ต่อเพื่อพัฒนาคุณภาพชีวิตของคนไทยไม่ว่าจะเป็นทั้งทางตรงหรือทางอ้อม ผมเองก็จะพยายามช่วยสนับสนุนการแลกเปลี่ยนทางเทคโนโลยี นวัตกรรม และกระตุ้นความร่วมมือต่างๆ เช่น การพยายามชักชวนให้นักวิชาชีพท่านอื่นๆ ที่มีอุดมการณ์แบบเดียวกันหันมาร่วมมือกันทำการวิจัยและพัฒนาเพื่อประเทศไทยต่อไป

Dr. Songchitruksa holds Ph.D., M.Eng., and B.Eng., all in Civil Engineering, from Purdue University, Asian Institute of Technology, and Chulalongkorn University respectively. He joined the Texas Transportation Institute (TTI) in January 2005 after serving as an assistant professor (tenure-track) in the Department of Civil Engineering at Texas A&M University at Kingsville (TAMUK). Dr. Songchitruksa is a registered professional engineer in the State of Texas.

Dr. Songchitruksa’s areas of expertise include traffic operations, traffic simulation, traffic safety, intelligent transportation systems (ITS), and advanced statistical methods. His research is mainly to improve safety and efficiency of traffic operations through the integrated use of new technologies in traffic simulation and ITS data collection and advanced methods for transportation data analysis. During his tenure with TTI, Dr. Songchitruksa has involved as a principal investigator and a key researcher in a number of research projects specializing in the areas of traffic operations and control, freeway operations, incident management, traffic simulation, and safety modeling and analysis. Prior to joining TTI, he was a faculty member at TAMUK teaching and advising both undergraduate and graduate engineering students.

Dr. Songchitruksa has over a decade of professional experience in transportation research. He has been actively involved with Transportation Research Board committees AHB25 (Traffic Signal Systems) and ANB20 (Safety Data Analysis and Evaluation). He has published a number of articles in refereed journals and peer-reviewed conference proceedings.

Question   What inspired you to study and work as researcher in transportation engineering field?
There are several points in my career that have led me to the study in this field. First, this is true for all Bangkokians, we grew up with the congestion as part of our daily life. We learn to live with it and accept it as part of our life. Then, in the fourth year of my college, I’ve got to take some classes in transportation engineering. That’s when I also found that there are many possible solutions to the problems but there are also many reasons why they may not work in Thailand. What intrigues me most and differentiates transportation engineering from other fields in civil engineering is that it has a lot to deal with human behavior which is complex and oftentimes unpredictable. In simple words, we cannot force every user (e.g. drivers, pedestrians, motorcyclists, transits) to behave the way they are supposed to all the time. So it is a challenge for transportation engineers to try our best to design the facilities such that it can adequately accommodate different types of users. Even then, erratic behaviors do happen and that’s when accidents happen. After I finished my college, I was very fortunate to be able to pursue my graduate degree in this field with the financial support from Asian Institute of Technology and Purdue University. That was when I became more involved in traffic operations and traffic safety engineering which later became my areas of expertise.

Question What is the most popular work or the work that you are proud of the most? Why? And how the work contributes benefits to Thailand?
It’s somewhat difficult for me to rank specific research products because each has its own merit. But as for the high-impact research, I’d say it could be the research on the development of decision support tool to help with hurricane evacuation planning. The project developed both qualitative and quantitative tools to support decision makers on what would be the best strategies to implement given the evolving dynamics of hurricane forecast, traffic conditions, and evacuees’ behavior. It’s important in the sense that it has potential to mitigate or even circumvent unwanted impacts from deploying inappropriate strategies. The research methodology can also be applied to potential issues in Thailand such as identifying alternative routes during short-notice disaster (e.g. tsunami) or no-notice events (e.g. flash flooding and hazardous material spills).

Question   How about the progress and feedback of Intelligent Transportation System (ITS)? And what will be the next step of the project?
The feedback from the previous project has been very encouraging. The workshop has proved to be a very effective outreach and it also increases the awareness of the importance of intelligent transportation systems (ITS) among various stakeholders (public, private, state enterprise, and academia) in Thailand.  In addition, the OSTC has graciously supported our efforts to continue to promote our collaboration with ITS stakeholders in Thailand. Our plan is to organize a more focused workshop on ITS and green logistics this year and also hold focused group meetings with potential agencies to exchange ideas, connect the practices, and build a plan to move forward to a collaborative effort that will help advance Thailand’s state of the practice through the state-of-the-art research.

Question In your opinion, what are main problems or obstacles for developing science and technology in Thailand? And how can we get over these problems?
I am fully aware that our research dollars are not only finite and must also compete with other needs for the country. Hence, the key is to find ways to utilize this limited resource in the most efficient manner to maximize the return on our investment. Apparently, we don’t need to compete every area. We can focus on our strength and try to stay ahead of the curve in those areas. I’ll take an example of a transportation problem in Thailand. We have a very different driving culture, socioeconomic characteristics, and a unique mix of users compared to those in developed countries. Many research in developed countries just don’t apply in Thailand. This is where our research opportunities lie and where we can advance the state of knowledge and practice significantly. Lastly, researchers and government’ interests are not always on the same page. For this reason, many potential research products were simply put on the shelves. Therefore, the investment in research and government policies should be strategically aligned so that our tax dollars won’t go wasted.

Question As a Thai who work in USA, do you have any plan or method to help Thailand develop her science and technology field? And How?
I think the organizations like ATPAC and the OSTC have provided an excellent platform for those professionals who live and work in America to reach out to and connect the ideas and practices with those counterparts in Thailand. I think my goal is no different than others. It is the highest appreciation to be able to continue on what we do every day and also to see that impact lives of the Thai people positively either directly or indirectly. I will continue to help promote the technology transfer, incubate innovation, and stimulate collaborative efforts as opportunities arise and will also invite other Thai professionals that share common goals to join me in this effort.
